    Planning Commission, York CountyMunicipal/current planning provides a multitude of technical and review services to the 72 municipalities that comprise York County. The technical services cover a wide variety of topics from ordinance development to flood plain identification. The review services cover plan reviews, ordinance amendments, sewage modules and others. The municipal/current planning department has the resources and the expertise to provide planning consultation services to municipalities. Short term services can be provided at no charge, and long term services can be provided on a contractual basis. County/long range planning is primarily responsible for the on-going development and implementation of the York County comprehensive plan. Transportation planning/traffic engineering provides planning and engineering services that are available to all the municipalities within the county. The York County planning commission is the designated agency to perform all tasks to meet federal and state transportation planning requirements. This includes clean air act requirements, development of the twelve year program for York County, and administration of liquid fuel funds. Information systems is primarily responsible for the development of a county wide geographic information system or GIS. The GIS is a database of county information that can be displayed on maps of the county. Community development planning is the department designated by the county commissioners to administer various federal, state, and other housing and community development programs and projects. These include the federally funded community development block grant, emergency shelter grant, and home grant programs, the state funded weatherization and housing and community development programs, and the locally funded affordable housing trust fund. The management of elections includes, but is not limited to, accepting nomination petitions/papers, preparing street list s for candidates, development of official and specimen ballots, publishing public notices regarding upcoming elections, establishing voting distrcts and polling places, training and recruiting local Boards of Election to staff polling places for each voting district, and preparing over 600 voting machines for delivery to all election districts.     York/Adams HealthChoices Management UnitThe HealthChoices Program is the Commonwealth of Pennsylvania’s mandatory Medicaid managed care program that is administered by the Department of Public Welfare. The HealthChoices Program is comprised of two (2) components, a behavioral health benefit and a physical health benefit. Individuals can apply for coverage through the County Assistance Office. Most individuals who would be eligible for the Medical Assistance benefit, will be enrolled in the HealthChoices Program, however there are some exceptions such as those in nursing homes.
