Childline and Abuse RegistryCHILDLINE is the 24 hour toll free telephone reporting system operated by the Department of Human Services to receive reports of suspected child abuse and neglect. CHILDLINE forwards the report of suspected child abuse to the local county children and youth agency which investigates the report to determine if the allegations can be substantiated as child abuse/neglect and also arranges for or provides the services that are needed to prevent the further maltreatment of the child and to preserve the family unity. If the alleged perpetrator named in the report does not meet the definition of perpetrator under CPSL, but does suggest the need for investigation, CHILDLINE will forward the information to the District Attorney's Office in the respective county. CHILDLINE also mantains a statewide Central Register, which contains the names and vital information about children who have been abused in PA since 1976. Franklin County Children and Youth ServicesThe Franklin County Children and Youth Service is the local public child welfare agency that has the responsibility for ensuring that the children of Franklin County are safe and receiving the essentials of life. The agency provides services to any child from birth to 18 years of age who has been abused, neglected, exploited, is incorrigible and/or truant and their families. Services are provided to families who request and voluntarily accept services or who have been ordered to participate in services by the Franklin County Courts. Services are designed to promote the well being of children and their families. These are specialized services dealing with the problems of children whose families need help in caring for them. Reports involving abused, neglected, exploited, or truant/incorrigible children are investigated and in-home services are provided to families who meet Children and Youth legal criteria. Northeast Treatment Centers - Child Welfare, Foster Care & AdoptionDependent Foster Care Dependent Foster Care services are provided in Pennsylvania to youth including treatment level, mother/baby placement, kinship care, and traditional foster care. The primary goal is to either return the child to his/her family of origin or to develop an alternative permanent plan for the youth. Case management support and counseling is provided to the youth and to their families. Information and referral services help families to access services they may need in order to fulfill goals of the Family Services Plan. For older youth, services emphasize life skills development. All referrals for dependent foster care are made by the Central Referral Unit (CRU) of DHS Delinquent Foster Care Delinquent Foster Care services are provided in Philadelphia to youth who are adjudicated delinquent and placed in foster care. The youth receive ongoing counseling regarding victim awareness, community safety and life skills in addition to basic foster care support. Restitution plans are developed and monitored by the case manager. The case manager may also help the youth make restitution. Treatment Foster Care Treatment level foster care services are provided in Pennsylvania to children and youth with specialized behavioral health needs. The primary objective of treatment foster care is to provide youth with specialized care in the least restrictive setting, which is in the community and in a family setting. Treatment foster parents receive additional training specific to this population and work in partnership with behavioral health team to ensure that the child or youths' needs are met. The Department of Human Services (DHS) determines a child/youth's eligibility for treatment level foster care and referrals are made by the DHS's Central Referral Unit. Foster Care/Treatment Foster Care/Intensive Residential Treatment These programs in Delaware provide various levels of care for youth who are involved with the dependent and/or delinquent system. The youth in these programs require a more intensive treatment experience with a designated treatment team. The treatment team consists of specially trained foster parents and qualified treatment specialists, mentors and masters level clinicians Adoption NET is a Statewide Adoption Network (SWAN) affiliate agency. These services are found in Pennsylvania and are designed to support a successful transition through and after an adoption. Prior to an adoption being finalized, services include adoption preparation for the child and thorough assessments of adoptive families. After an adoption is finalized, services include case management, assessment, and respite. In-Home Protective Services (IHPS) The In-Home Protective Services (IHPS) program, located in Philadelphia, will provide case management support to families identified by the City of Philadelphia’s Department of Human Services (DHS). Families for whom abuse or neglect is indicated or for whom the risk of abuse is high will be referred to the IHPS program. The IHPS program will implement a Family Service Plan, monitor safety of the youth, assist families in gaining access to community and other resources, and assist families in developing appropriate parenting skills. A parent coordinator will develop specific parenting classes or activities designed to educate parents regarding child development, behavior modification and other parenting techniques. Independent Living Program ("Making My Way") This is an Independent Living skills development program located in Delaware. Pennsylvania Department of Human Services - Regional Child Development Offices - Southeast RegionProvides information on registration and licensing of child care providers and also handles complaints about child care providers and additional technical assistance. State agency responsible for: - Registering of state certified child care homes for 4, 5 or 6 children not related to caregiver. Providers must register with PA Department of Public Welfare and certify that they are in compliance with state regulations. Registration certificates are renewed every 2 years. To become registered applicants must: - Attendance at an orientation session is required prior to licensing of child care centers. Specific guidelines are set for Child Care Center operations. Attendance at orientation is now required for anyone who applies to operate a Family Child Day Care Home, Group Child Day Care Home or Child Day Care Center. Certificate of attendance is required as part of a complete application. The certificate of attendance is valid for one year. - Complete an application and agree to abide by regulations - Submit current health appraisal with negative TB screening - Submit original processed State Police and Child Abuse Registry checks for prior records and FBI clearance - Submit a Certificate of Occupancy from appropriate institution - Submit processed State Police Child Abuse Clearances for each person who is 18 year of age or older and lives in the family child care home 30 days or more in a calendar year. Also need to submit FBI clearance for each person who is 18 years of age or older. - Inspection of Homes: A random sample of registered state homes is conducted annually. There are approximately 500 complaints filed in the central region each year. DPW does investigate each one. - Children related to the caregiver in family child care homes ARE NOT included in total child count. Related children include child, grandchild, step-child or foster child. - Licensing of group child care homes (7 to 12 children). Group day care operators are licensed and are assigned a licensing representative who makes visits. Certificate of Occupancy is required prior to licensing. Two or more qualified caregivers are required in a GCCH. A complete application must be received before staff assignment. * Children related to caregivers in the group child care homes may be included in the staff/child ratio.* - Licensing of child care centers.
