    Programs that provide statewide and community-based services that are designed to improve the availability and quality of child care. These programs maintain lists of child care resources and link families who are in need of child care services with child care centers, licensed family child care homes and other organization-based providers; provide information that helps families become good consumers of child care services; recruit new child care providers to expand the availability of the service locally; provide training and technical assistance for providers; and collect and disseminate data which document the demand for child care services and the current availability of child care resources. Some programs may also make referrals to preschools and many provide referrals to children's play groups.

    Child Care Information Services - Early Learning Resource Center Region 15The Early Learning Resource Center Region 15 (ELRC) provides a single point-of-contact for families, early learning service providers, and communities to gain information and access services that support high-quality child care and early learning programs. We offer an enhanced resource and referral system for communities seeking early learning services and supports. The ELRC provides child care subsidies to eligible families. The Federal and State funding for this program is provided through a contract with the Pennsylvania Department of Human Services (PADHS). The ELRC serves children eligible for child care works from birth to 13 years of age whose parents are employed and meet the eligibility guidelines set forth by the Commonwealth. Childcare is also available to children who are 13 years or older but under 19 years of age who are incapable of caring for themselves. Teen parents who are enrolled full-time in high school are encouraged to apply for childcare services. Parent/Caretakers who apply may be placed on a wait list based on the availability of funds.     Pennsylvania Department of Human Services - Regional Child Development Offices - Central RegionProvides information on registration and licensing of child care providers and also handles complaints about child care providers and additional technical assistance. State agency responsible for: - Registering of state certified child care homes for 4, 5 or 6 children not related to caregiver. Providers must register with PA Department of Public Welfare and certify that they are in compliance with state regulations. Registration certificates are renewed every 2 years. To become registered applicants must: - Attendance at an orientation session is required prior to licensing of child care centers. Specific guidelines are set for Child Care Center operations. Attendance at orientation is now required for anyone who applies to operate a Family Child Day Care Home, Group Child Day Care Home or Child Day Care Center. Certificate of attendance is required as part of a complete application. The certificate of attendance is valid for one year. - Complete an application and agree to abide by regulations - Submit current health appraisal with negative TB screening - Submit original processed State Police and Child Abuse Registry checks for prior records and FBI clearance - Submit a Certificate of Occupancy from appropriate institution - Submit processed State Police Child Abuse Clearances for each person who is 18 year of age or older and lives in the family child care home 30 days or more in a calendar year. Also need to submit FBI clearance for each person who is 18 years of age or older. - Inspection of Homes: A random sample of registered state homes is conducted annually. There are approximately 500 complaints filed in the central region each year. DPW does investigate each one. - Children related to the caregiver in family child care homes ARE NOT included in total child count. Related children include child, grandchild, step-child or foster child. - Licensing of group child care homes (7 to 12 children). Group day care operators are licensed and are assigned a licensing representative who makes visits. Certificate of Occupancy is required prior to licensing. Two or more qualified caregivers are required in a GCCH. A complete application must be received before staff assignment. * Children related to caregivers in the group child care homes may be included in the staff/child ratio.* - Licensing of child care centers. Attendance at an orientation session is requested prior to licensing of child care centers. Specific guidelines are set for Child Care Center operation.
