    Programs operated by state agencies or local jurisdictions that offer employment training and supportive services (such as child care, transportation costs, ancillary expenses and personal counseling) for people who are receiving public assistance through the TANF program in an effort to help them become self-supporting. Private organizations, often under contract with a public agency, may be involved in both the provision of training and on-the-job work experience (including volunteering in nonprofit agencies). Public assistance recipients are required to participate in designated program activities a minimum number of hours per week in order to receive their monthly income support payment and supplemental payments for support services.

Families That Work is for working parents of children from infancy through third grade. This program provides adult education, parenting, early childhood education, and PACT (Parents and Children Time Together). It also addresses the literacy needs of all members of the family while promoting parental involvement in their children's education. Move-Up Program is for welfare clients and is funded by the Bureau of Adult Basic and Literacy Education and the Pennsylvania Department of Public Welfare. The IAC staff conducts intensive literacy and GED classes at the Earn Centers, Job Skill Training Center, Achieving Reunification Center, and Teen-Parent Centers throughout the City of Philadelphia. Core Education, Employment, and Job Skills Training Programs provide counseling, basic education, GED preparation, intensive computer training, and life and employment skills to high school drop-outs, ages 17 to 21.     Transitional Work Corporation - Philadelphia@WorkPhiladelphia@Work provides a six month program for long-term TANF (welfare) recipients that will help them transition to the workforce by placing them in subsidized transitional jobs at private, public, and non-profit work sites in the Philadelphia area. In addition to job placement for 25 hours a week, clients will receive additional classes and counseling for 10 hours a week. Assistance is available for transportation, clothing, and child care if necessary. Participants receive a $400 bonus for obtaining an unsubsidized job of 30 hours a week or more, a $200 bonus for maintaining 60 days of continuous employment, and a $200 bonus for maintaining 120 days of continuous employment. Transitional Work Corporation (TWC) offers referred clients access training and benefits to help them enter or re-enter the work force to become more independent.
