Clean and Green Land Use Tax Benefit - Lycoming CountyClean and Green, or the Pennsylvania Farmland and Forest Land Assessment Act, is a state law that allows qualifying land which is devoted to agricultural or forest land use to be assessed at a use value rather than fair market value. The intent of Act 319 is to encourage property owners to retain their land in agricultural, open space, or forest land use by providing some real estate tax relief. Land owners with 10 or more contiguous acres may be eligible for Clean and Green. Erosion and Sediment Control - Lycoming CountyLycoming County Conservation District, under the delegation of the Pennsylvania Department of Environmental Protection, is responsible for reviewing Erosion and Sediment Control Plans and inspecting sites for Chapter 102 compliance. An Erosion and Sediment Control Plan, which meets the requirements of the Chapter 102 regulations must be properly designed, implemented, and available on site for all earth disturbance activities. Lancaster Farmland TrustWorks in partnership with landowners to preserve their farms and way of life for future generations by placing a conservation easement on their property. A conservation easement is a legally enforceable land preservation agreement between a landowner and the Trust for the purposes of conservation. It restricts real estate development, commercial and industrial uses, and certain other activities on a property that are mutually agreed upon by the Trust and the property owner. The Trust customizes each easement to the particular needs and future plans of each individual farm family. As a supporter of Smart Growth, the Trust will work with municipal officials and the local community to identify funding mechanisms and policies to preserve farmland in perpetuity. Smart Farms program is an agriculturally and environmentally conscious program that assists local producers in managing sustainable operations. With a host of soil and water conservation practices available to farmers, Trust staff will help tailor a selection of practices that will provide long term benefits for the producer and the environment. Nutrient Management Program - Lycoming CountyThe Nutrient Management Act 38 of 2005 requires all livestock operations exceeding two AEUs/acre to develop, implement, and maintain a nutrient management plan. Plans are written by certified nutrient management specialists who have met the criteria specified under Pennsylvania's Nutrient Management Specialist Certification Program, and are submitted to the conservation district for review and approval if they meet the program requirements. Implemented nutrient management plans can improve water quality, reduce fertilizer costs, improve herd health and provide numerous other operational benefits to the farmer. BMPs may be installed to protect streams and groundwater from manure/fertilizer nutrient contamination. In addition, all producers following the provisions of the law will benefit from limited liability protection offered under the act as well as financial assistance programs provided for plan development and implementation.LycomingLycoming County Conservation DistrictLycoming County Government

Technical Services - Monroe County Conservation DistrictOffers a wide variety of technical services and assistance to Monroe County residents. Provides assistance with soils and wetlands mapping, aerial photography interpretation, prime farmland, topographic and floodplain mapping. Services include review and approval of PA Code Title 25 Chapter 102: Erosion and Sediment Control (E&S) and National Pollutant Discharge Elimination System (NPDES) Permits for Construction. MCCD also administers Chapter 105: Waterways & Wetlands Management General Permits for water obstructions and encroachments. USDA Rural Development Energy Programs - Lycoming County OfficePossible funds include those for completing energy audits and feasibility studies, completing energy efficiency improvements, and installing renewable energy systems. They have programs that help convert older heating sources to cleaner technologies, produce advanced biofuels, install flexible fuel pumps, install solar panels, build biorefineries, and others. Options include grants, guaranteed loans and payments.
