    Programs that pay all or a portion of the electric service expenses of people whose electricity has been or is at risk of being shut off including any reconnection fees that may apply. Also included are non-emergency programs like those funded through the federal Low Income Home Energy Assistance Program (LIHEAP), also referred to as LIEAP or HEAP in some states, that provide home energy assistance, generally in the form of a credit, for low-income households that apply. The assistance is usually available once per calendar year (or heating season). Electric service payment assistance programs may have age, income, disability, need or other eligibility requirements.

    Army Emergency ReliefArmy Emergency Relief (AER) is a non-profit, charitable organization independent of, but closely associated with the United States Army. Army Emergency Relief helps US Army soldiers and their dependents, by providing emergency aid, in the form of either a direct grant (a cash gift, not to be repaid) or an interest-free loan, and by giving college scholarships to children of soldiers.     Loans up to $1000 do not require command recommendation, and there is no limit to the amount of funds Army Emergency Relief may authorize. Officers are responsible for ensuring that their soldiers repay AER loans. Scholarships Army Emergency Relief maintains two scholarship programs – the Spouse Education Assistance Program and the MG James Ursano Scholarship Program for dependent children. Both scholarships provide financial assistance for students who are pursuing their first undergraduate degree. Scholarship applications are accepted from 1 January to 1 May each year for assistance for the following academic year. Scholarship award amounts are not guaranteed and vary each year based on the total number of applicants in each program and budget amount allotted to the scholarship programs. The definition of “emergency” is a circumstance that presents a serious, imminent threat to the health and safety of the household and the household has no other safe/viable heating options.     • Families/Individuals on a “fixed” income (from governmental sources)
    • Individuals with physical or mental disabilities
    • Based on level of need and availability of funding, eligible households may be able to receive fuel/utility financial assistance once during the 2010-11 winter season. Applications for home fuel will not be accepted until November 1, 2010. Exceptions may be granted for special circumstances. Utility (water, gas, electricity, etc.) assistance will be available at any time. Approved fuel/utility payments are made directly to the vendor, not the client. Catholic Charities is NOT able to assist with security deposits on utilities, or payments toward outstanding utility bills from previous addresses.

    Mifflin Juniata Energy BankMifflin-Juniata Energy Bank will serve all individuals regardless of age or income who have been a resident of Juniata or Mifflin County for a minimum of 90 consecutive days, have proven to be without a primary heat source, have been denied Low Income Heat and Energy Assistance Program (LIHEAP) cash and crisis benefits, have not received financial assistance from Energy Bank within the last 24 months, have the income to sustain household expenses for the upcoming 30 days, and have paid the sliding scale fee co-payment determined by gross household income. Energy Bank provides a one-time payment of up to $500 per household that may not be extended as credit and excludes payment of arrears and penalty, maintenance, security deposits, or installment fees. If an individual is age 60 or older, has been a resident of Juniata or Mifflin County for a minimum of 90 consecutive days, has been denied LIHEAP or has exhausted both cash and crisis LIHEAP allocations for the current heating season, has proven to be without a primary heat source, and has income to sustain household expenses for the upcoming 30 days, application to Energy Bank may be made. Energy Bank provides a one-time payment of up to $500 per household annually to qualifying individuals ages 60 or older with no implementation of copayment based on gross household income. Financial assistance may not be extended as credit and excludes payment of arrears, penalties, maintenance, security deposits and/or installment fees. In addition to diverting an immediate heating crisis, Energy Bank will assist individuals in planning for heating needs through financial planning education and energy conservation and weatherizing resources to alleviate heating crisis in the future. Application can be made by contacting Mifflin Juniata Human Services at 717-437-3190. Personal paperwork including photo identification, social security card, statement of LIHEAP denial, and proof of income and expenses is required to verify need for financial assistance. There are two ways help is available: #1. Adams Electric Co-op (PHH) Project Helping Hands (PHH) assists Adams Electric Co-op customers who demonstrate a genuine need for assistance. SCCAP can help up to $250.00, but you must pay at least 25% of your due bill to be eligible. This credit is available only one time a year. #2.
