Programs that pay all or a portion of the utility bills of people whose utilities have been or are at risk of being shut off including any reconnection fees that may apply. Also included are non-emergency programs like those funded through the federal Low Income Home Energy Assistance Program (LIHEAP), also referred to as LIEAP or HEAP in some states, that provide home energy assistance, generally in the form of a credit, for low-income households that apply. The assistance is usually available once per calendar year (or heating season). Utility bill payment assistance programs may have age, income, disability, need or other eligibility requirements.

Schuylkill Community Action - Operation HelpA few times a year Schuylkill Community Action will have some funds available to help with emergency heating needs. UGI Operation Share Gas Utility Assistance Program Salvation Army of ScrantonOperation Share Energy Fund provides energy assistance grants to qualified UGI customers who experience difficulty paying their gas/heating bills. UGI works with the Salvation Army of Scranton to administer Operation Share funds to qualified customers who reside in Scranton, Dickson City, Dunmore, Moosic, Old Forge, Taylor and Throop. PPL will also forgive a portion of payment debt over 18 months. As long as OnTrack payments are made on-time each month, at the end of 18 months the overdue balance will be $0.
