First Energy - Met-Ed - Pennsylvania Customer Assistance ProgramsOffers the following customer assistance programs to those in need: 1) Pennsylvania Customer Assistance Program (PCAP:) Helps residential customers maintain electric service and eliminate their past-due balance. PCAP offers a reduced bill that is based on a percentage of income and debt forgiveness. Debt forgiveness credits are applied directly to participants' electric service accounts in recognition of payments that are made on time and paid in-full. The goals of PCAP are to: * Improve ability to make a payment * Reduce consumption of electricity (eligible PCAP customers must participate in WARM) * Reduce electric account debt 2) Customer Assistance & Referral Evaluation Services Program (CARES): Provides assistance on a short-term basis to payment-troubled residential customers. Based upon the circumstances, company CARES representatives make referrals to social agencies and provide information on appropriate company and/or external programs. CARES is open to: * any customer 60 years of age or over * a handicapped or disabled person * a seriously ill person * a family with a seriously ill family member who resides in the household NOTE: Associates may want to refer a person to a CARES Analyst if they know the business partner may be over income for a Company sponsored program, but, due to extenuating circumstances, needs assistance. Example: A person may have an adequate income, but they have a sick child and are incurring some heavy medical expenses. 3) WARM Program: an energy conservation program for Met-Ed's low-income residential customers in PA. The objective of the program is to help customers save energy and money by reducing their energy consumption. This is done by installing energy-saving home improvements in the home and by educating family members on ways to lower their electric usage. Met-Ed works with community-based organizations and energy conservation contractors to provide these WARM Program services at no additional cost to eligible participants. There are household income requirements and other program qualifications. (could provide insulation, caulking, weather-stripping, refrigerator/freezer replacement, water heater inspection, energy-saving light bulbs, replace inefficient air conditioners) In cooperation with other agencies, Met-Ed offers these additional services to customers in need: 1) Dollar Energy Fund: www.dollarenergy.org- 1-888-282-6816, option #4. This is the name of the largest Hardship Fund in the Commonwealth of Pennsylvania. DEF awards grants to participating member's low-income customers and takes PCAP applications in designated areas. Customers who have not previously been enrolled in PCAP can apply for a Dollar Energy grant if they meet the all eligibility requirements. 2) Low-Income Home Energy Assistance Program (LIHEAP:) A federally funded grant program administered by the Commonwealth of Pennsylvania through its network of local county assistance offices. LIHEAP provides customers help with paying winter heating bills, and occasionally summer cooling bills. LIHEAP funds may be used to pay an electric bill even if electricity is not the main source of heat. Met-Ed receives funds to be applied to eligible homeowners' heating bills. Contact the Berks County Department of Public Assistance to receive application. There are household income requirements for this program. LIHEAP has two components: * CASH- provides a cash payment directly to the utility, to be applied toward bill reduction if certain guidelines are met. * CRISIS- provides a grant to help avoid shut off electric service, which resulted from over-due bills. PPL - Electric Service ProviderRegional electric utility provider. Provides specialized customer assistance programs such as: - Winter Relief Assistance Program (WRAP) - A free weatherization program for eligible low income customers who have an account in their name. In home audit dictates service provided (may include furnace repair, replacement of older appliances that are not energy efficient, caulking, weatherstripping, replacement of broken windows, water heater wrap, and insulation). - Operation HELP: Pays energy bills for eligible customers (funds can be used to help pay for any fuel source, including oil, coal, kerosene, electric, etc.) low income customers. OpHELP is administered by CAP. - OnTrack: A special payment plan that offers reduced monthly payments, protection from shutoffs and debt forgiveness. For residential customers who are struggling to pay their bills. OnTrack is administered by CAP. - Customer Assistance & Referral Evaluation Service (CARES): A personalized service for customers experiencing bill payment problems due to temporary hardship. -E-Power Wise: Offers energy-savings kits for customers who meet income guidelines (includes LEDs, LED night light, energy efficient showerhead) Call 866-306-2479 - Refrigerator and Freezer Recycling - Appliance Rebates - Home energy surveys/energy analysis Optional billing programs include: - Budget billing which allows customers to pay about the same monthly amount all year long. - Automatic Bill Payment Plan offers customers the option of automatic deduction of the bill from a checking or savings account on their monthly due date. - Payment-Date Extension Plan allows customer to extend the due date of the electric bill to coincide with their monthly pension/social security check. - Double Notice Protection Plan enables customers to arrange for an individual or social service agency to receive a copy of all overdue or termination notices to alleviate problems. Any residential customer can apply, regardless of income. -OnTrack Payment Program: Payment plan for customers with limited incomes who are struggling to pay the full cost of their electric service. The program offers a reduced monthly payment and a chance to erase any back debt owed. Eligibility criteria include household income, family size and electric usage. - Operation HELP: A PPL sponsored fuel fund that helps pay the energy bills of low-income customers. Will help pay for any type of home energy bills. All payments are made directly to energy vendors. Program also covers security deposit waivers. Eligibility criteria includes household income, family size and extenuating circumstances and hardships. - Rebates: Available for PPL customers who buy new energy, efficient appliances or electrical heating and air conditioning systems. - Appliance Recycling: Will pick up your old refrigerator or freezer and pay $35 for each. UGI Utility Provider/Customer Outreach ProgramsArea utility company which supplies natural gas to industrial commercial and residential customers. Specialized Customer Outreach Program services include: - Customer Assistance and Referral Evaluation Service (CARES) Program: Assists UGI customers who are having difficulty paying their bills. Customer representatives meet and discuss LIHEAP, budget counseling, weatherization services and community resources. - Operation SHARE: A one-time financial assistance payment of the client's active gas account providing the customer has demonstrated a history of regular payments and meets eligible criteria. - CAP (Customer Assistance Program): Budget billing programs that helps low income, payment troubled customers better afford their UGI bills. Based on family size and income. - LIURP (Low Income Usage Reduction Program): UGI's weatherization program is offered to qualified customers who use UGI for heating their home. Program services are provided free of charge and may include window and baseboard caulking, door and window weather-stripping, attic and sidewall insulation, duct and pipe insulation, ventilation, water conservation devices, furnace inspection and energy education.
