CAPSEA provides confidential ongoing assistance to victims of all physical, sexual, and emotional abuse, in Elk and Cameron counties, as well as serious crime victims/witnesses. Services include a 24-hour hotline, crisis intervention, counseling/support, emergency shelter, Protection From Abuse information and referral, and transportation/ accompaniment to medical/legal appointments, Prevention education/training to schools, community groups, and professionals is available.
Citizens Against Physical, Sexual and Emotional Abuse, Inc. is committed to providing free and confidential ongoing services to victims of physical, sexual and emotional abuse and serious crime victims in Elk and Cameron counties.
Citizens Against Physical, Sexual, and Emotional Abuse, Inc. (CAPSEA, Inc.) is a non-profit organization that provides a 24 hour hotline, crisis intervention, counseling and ongoing supportive services, shelter, plus permanent housing options to victims of domestic violence and sexual violence in Elk and Cameron counties. CAPSEA, Inc. also provides services to victims of crime in Elk and Cameron counties in accordance with the Pennsylvania Rights and Services Act. All CAPSEA, Inc. services are free and confidential. The program was founded in 1977 by a small group of area women who felt that domestic violence and sexual violence issues needed to be addressed in the community. At this time, under the name of the "Elk County Crisis Line," the group of volunteer women provided crisis intervention through their local hotline. CAPSEA, Inc. will celebrate 42 years of service in November 2019 to victims in Cameron and Elk counties (1977-2019). In 1980, The Elk County Crisis Line became incorporated. In 1986, amendments were made to the following: the name was changed to, "Citizens Against Physical, Sexual, and Emotional Abuse, Inc." and the address was changed to, P.O. Box 464, Ridgway, PA 15853.
CAPSEA, Inc. is currently comprised of a 10 member Board of Directors. The program employs an Executive Director, Fiscal Officer, a Domestic Violence Counselor/Advocate, a Sexual Assault Counselor/Advocate, three (3) part time Resident Shelter Advocates an Incredible Years Evidence Based Program/Shelter Counselor Advocate, a Victim/Witness Coordinator, Elk County Homeless Assistance Coordinator, a Community Outreach/Training Coordinator, a Housing Coordinator for permanent housing and two (2) Legal Advocates to assist with Protection From Abuse orders and related supportive court/legal accompaniment to victims. Funding for CAPSEA, Inc. is received from the Pennsylvania Coalition Against Domestic Violence, Pennsylvania Coalition Against Rape, Pennsylvania Commission on Crime and Delinquency, Homeless Assistance Program, Elk and Cameron County Human Services Development Fund, St. Marys Area United Way, Johnsonburg/Wilcox Community Chest, Federal Emergency Management Association funds, HUD, Elk County Children and Youth Services for the Incredible Years program, Cameron County Children and Youth Services for Incredible Years as needed; plus generous donations from area clubs, churches, groups, individuals, organizations and foundations.
